ci: stop docker build records and cap artifact retention (#149)

Disable build-push-action build record uploads in publish-server-image;
they are large and unused by the digest publish flow. Digest artifacts
already expire after one day. Set seven-day retention on desktop e2e
screenshots so CI debug uploads do not inherit the org default.
