Add fast reception path for greetings before heavy agent runs

Route simple chat through an optional local OpenAI-compatible reception
model so threads.send does not always enqueue a full sandbox-backed run.
Clear work prompts still escalate to the bot's configured work model.

### Fast reception (optional)
For deployments that run a small local model alongside the heavy work model, evOo can answer
greetings and smalltalk through a lightweight reception path before starting a full agent run
(with computer/sandbox tooling). Reception uses its own OpenAI-compatible endpoint — typically a
separate llama.cpp or Ollama instance from the work coder.
```env
RAKAZO_RECEPTION_ENABLED=1
RAKAZO_RECEPTION_MODELS_URL=http://127.0.0.1:1239/v1
RAKAZO_RECEPTION_MODEL=qwen2.5-coder-3b
# Optional tuning:
# RAKAZO_RECEPTION_TIMEOUT_MS=15000
# RAKAZO_RECEPTION_CONTEXT_MESSAGES=10
# RAKAZO_RECEPTION_CONTEXT_WINDOW=8192
# RAKAZO_RECEPTION_MAX_TOKENS=512
```
When reception is disabled or misconfigured, every message follows the existing full-run path.
Clear work requests (for example “split executor.ts into modules and open a PR”) escalate to the
bot’s configured work model. Ambiguous messages stay on reception or ask a clarifying question
instead of auto-escalating.
Each user can also connect their own OpenAI-compatible endpoint from **Connect a model** / Each user can also connect their own OpenAI-compatible endpoint from **Connect a model** /
