fix: treat local models as deployment key for run gate
...
PI_DEFAULT_PROVIDER=local with RAKAZO_LOCAL_MODELS had no deployment key,
so clearing OpenRouter credentials left needsModel true and blocked sends.

Add fast reception path for greetings before heavy agent runs
...
Route simple chat through an optional local OpenAI-compatible reception
model so threads.send does not always enqueue a full sandbox-backed run.
Clear work prompts still escalate to the bot's configured work model.
